The only way this can be done is if the fabric you are using is a loose weave. You can nail it with a finsh type nail, and pick the fabric up round the nail with a pin. If the fabric you are using will not allow this. Use a metal tack strip(with the nails on it) like you would use on a outside back. Staple it to the back side of the panel. This will allow you to nail the panel on.
