horsehair & burlap chair seat

Need to remove the needlepoint cover and re-upholster an old violin back chair. Under the cotton batting there is horsehair and burlap (or some type of straw-like webbing). Should I remove all and start over? Or can I keep the burlap which seems to form the support?

Hello

You will need to take it all off, to see if the springs need to be tied. New burlap should be put on. You would be sorry if you went ahead and upholstered it, and then seat come apart under your new job. If you can send me pictures, that would help.
